Rule based layers

We have a layer called Datum that has a rule in it that all created Datums shall get added to it automatically.  The rub comes when one of the datums you create turns into a set datum for Gtol's .   We would then like that datum removed from Datums and added to Gtol_datums. Is there any method to make this happen automatically ?  And if then rule setup is what is needed for layers

‌You can create a rule for the Gtol_datums layer that searches for the set datums. For the Datum layer you can create two rules with an AND condition, rule 1 search for all datums AND rule 2 search for datums not included on layer Gtol_datums. Others may have other rules they use.

This is the rule for the Datums Layer that excludes datums that are added to GTOL DATUMS layer
