To my guess, Integrity has been build as similar to Eclipse editor. Which means, each and every operations has been made as plugins.
So the Actions are handled within the plugin itself and its not customizable (In eclipse you could, but its again customized proprietary tool).
If its editable, then it needs to be available for customization in Viewset. But its not provided, because if they provide that then the concept of "Creating your Own viewset" will be in big complicated. So to avoid this complexity they made a build-in hot keys.
