Business Rule is not available, only business rule set is visible in Business Rules

Hello,

 

I loaded business rule objects by following the instructions mentioned in the below article, but when loading is completed I can only see Rule Set and no rules below the said rule set.

Please let me know what could be the root cause for the issue.
