Adding Variant Baselines to Change Record not possible

Version: Windchill 12.1

Use Case: We want to use Variant Baselines (Object: wt.lotbaseline.LotBaseline) in a more official way (a prototype that represents something between 150% and 100% and that is officially released for specific countries). Therefore we would like to release the Variant Baseline itself, by meaning adding it to a Change Notice and drive the change workflow to state "Released".

Description:

It is not possible to add wt.lotbaseline.LotBaseline to the ChangeRecord because it is not selectable in the relationship contraints of the ChangeRecord. 

Does someone know why or is someone experienced in Variant Baselines?
