I am having the same issue. Has anyone cured this problem.
When the server failed to register, one thing to verify depends if it's on HTTP or HTTPS.
If your Windchill is configured on HTTPS, the java certificate MUST be from a trusted authority.
Search on TS or in the community for "worker java"
Are there any errors being logged to the Method Server log at the same time as the worker error?
The config.pro options listed in Ron T's post seemed to fix my issue....see this post Worker process 'Fails to Start'

Need a little more info. What version of Creo are you running? What adapter version are you using to publish? Are you running multiple workers on the same machine? I had a similar issue that was caused by Creo not clearing all the running processes on an exit.
