Can not click "New Insert" for making a process plan

In BOM Transformer, I can not click "New Insert" for making a process plan, even if I did some works.

1) Use "MPMLink" template when I made the product

2) Make M-BOM applying "Manufacturing" as a downstream BOM type

3) adapting to Manufacturing lifecycle

If anybody have some ideas, please reply me.

I think either permission on license lacking , if you can add some screenshot to better understand :

you can check your permission using edit access control on an existing PP in the same context/folder  .

for licenses you need to go on the info page of the user to see assigned licensing groups :
