Im exploring Options and Variants. Upto this point I have only used Parameters and Constraints to create a variant. Want to understand, what is the difference between an assembly created using Actions configure (ie. A variant spec is created with a variant) and this approach where we get a CAD assembly directly and no Variant Spec.

The difference is that from Windchill you do not need a Creo Parametric to define the BOM and this BOM can be used to sell the variant to specific customer without Creo interaction. User does not have to be a CAD user it can be just selling manager.
The CAD variant is not important because the variant was approved in the Original Module assembly that the variant is generated from.
If you are talking about the Variants from Creo you need additional license for configuring and creating the variant.
If you do not care about variants you can create each variant separately without any additional configuration but you lose the options for variant options in that process..

Variant is a part or part structure representing a specific configuration of the configurable product structure. The inputs used to create this variant are stored in the variant specification.
A variant is a type of deliverable created during a part configuration process.
