Empty Roles as Participants in Workflow Activity

I amusing one Workflow Activity with many Roles as Participants.

Iwould like only the Roles with members to be actioned.

Instead, if any of theRoleshave no members, thenthe 'responsible role' is Actioned. Is there any way to stop this ?

The 'Ignore unresolved role' check box on the Activity/Execution Options doesn seem to have any effect.

Any ideas anyone ?
