When I run Windchill I get this Java error

What version of Java? What file are you trying to launch to install?

 

On windows, typically, ensure you have a proper version of Java installed... Open a command prompt as admin, navigate to the PSI install folder ... XX-0-X-0_PTC-Solution-Installer and run setup.vbs
