Error while creating Context

I am using PTC Pro/Intralink Release 11.1 and Datecode with CPS M020-CPS13

While creating a product, getting below error:
Type Identifier "WCTYPE|wt.change2.WTChangeReview|wt.change2.PeerReview" cannot be found. See the Windchill Business Administrator's Guide for further information.

Here are the errors that I faced
Type Identifier "WCTYPE|wt.change2.WTChangeReview|wt.change2.PeerReview" cannot be found. See the Windchill Business Administrator's Guide for further information.

Followed PTC Article - CS391160, but issue still exists

Are you using a specific or custom product/library template? You can download that (its XML) and see if its looking for that object type. Does that object type exist in your Type Administrator at the site level?

I looked over the product template XML and its looking for the object type. On the Type and Attribute end, initially the type is not there but i created one and even after that as well, the issue persists.

The Peer Review object should exist in your system. The fact that its not is the issue. I do not think this is something you can just create. Noting you called this system Pro/Intralink 11.1. Intralink was retired long ago, you mean Windchill right?

You should be able to remove the ACLs in the product template xml and reupload so it does not called out a reference for this but I would be concerned at why this is missing in the first place.

Thanks for your inputs on this one. At the moment, we are unable to make any modifications on the product template. Do we really have an alternate way, without touching the existing templates and ensuring that we resolve this issue?
NOTE: This issue is with Intralink 11.1 only and not with Windchill PDMLink.

Make a new template and make the modifications in that template. Its just an XML file.
