How do i give access for a user to modify a subscription created by another user?

The person who has created the subscription can edit the subscription but any other user does not have this option enabled .

Where can I enable this option?

Hi Joseph,

It's not possible to enable the edit the Subscription option to other users . Only the Subscription owner or Administrator can edit it.
