After searching around this and other forums I was unable to find an easy to follow, complete, step by step guide on how to set up Windchill 9.1 with Net beans. I did find a good start with an eclipse demo of this forum. However I felt that something like this could be helpful to any beginner programmers new to Windchill. Setting up Net Beans is not hard but finding all the jar/ java/ and java docs can be time consuming.
