I am looking to see if there is a way within PDMLink to have a single change notice that has other change notices connected or linked to it.

Dear Thom,
You can create a new Change Notice and on the fifth step (Selected Associations) it an option to create an reference (Associated Reference Objetcs) to an earlier CN or CR etc.
