Last Modified and Modified By attribute updated inconsistently

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020-CPS12

We have an issue that comes from an OOTB behavior of some APIs that updates the "Last modified by" date, but not the "Modified by" user. This is a security issue because the record on PASS SSI shows that a user who is not authorized to use PASS SSI at that particular time has modified some data, but in reality this is not the case. We would like to have your support in getting an explanation or solution to this OOTB behavior.

Whenever the I/P Validity Change task is completed on the I/P Validity Change Notice workflow, the "Last Modified" date of I/P is updated with the current timestamp and  the "Modified By" user name of I/P is not updated (retains the username who actually iterated the I/P).

we are using persistenceserverhelper api's which update without checkin checkout but does update modify date
