Linux Environment not showing Lifecycle templates.

I am using Windchill PDMLink Release 11.1 and Datecode with CPS F000

Why is my linux environment not showing Lifecycle templates.

Instead it's downloading a file. When I try to click on the "i" for information, it downloads the file instead of opening it.

Not sure that anything to do with Linux but more of how your browser is configured to handle certain extensions. Are exporting lifecycle templates? Those should be viewable in the browser since that is how you construct them. You can export them or import them to files. They would be done as zip or jar files. Can you reply with screen shots?
