Mass change the Preferred Server by user

We still have an issue with users in other locations not setting their preferred server to the local replication vault and to solve this would like to set the preferred server based on their location (we have a csv with information).

Does anyone have a script (sql, infoEngine, etc) they would be willing to share that can mass set users preferred server?

Windchill has given this facility for the users to set there preference.
Sometimes they need Master and sometimes they need Replica depending upon
where the content is or which content they want to use. I think the best way
is to set the Preference in the Windchill page itself by navigating to Home
--> Utilities page. Then click on the Preference Manager and set the
Preference for "Vaulting and Replication".
