Missing Promote Action for non admin users

Promote action stopped displaying in the list of actions for all objects.
This is happening only for non admins. Those users have modify privileges
for those objects. Admins can see the Promote action. ACLs were not changed
intentionally. Is there any configuration/preference that might be causing
this? Is there any other access privilege required other than modify access
? Any pointers are appreciated.

Was this working before, and suddenly stopped? If so, then trying deleting the tomcat cache and restarting.

If it has never worked, then check that the users have the "read, download, and create" permissions for the "open" state for PromotionNotices.
