I want to know how can i define a new type of document or a new type of part in windchill

Check the "Site -> Utilities -> Type and Attribute Manager" and read the "Using the Type and Attribute Manager" chapter in the Business Admin Guide or Help Center.

Dmitry is correct. You need to explore the options within Type and Attribute Manager under Site > Utilities or Org > Utilities
