So I'm changing the access for my document control people and I see some interesting things happening. I had already noticed them before but now I really want to know.
I removed this one user from all groups and roles he was in before. I even changed his domain to user unaffiliated and removed the organization from his profile entry. The only group he is part of is confirmed.
Confirmed was given some non out of the box ACLs but I'm not sure this is what is keeping him with access. He seems to have all previous access as before I did anything. I refreshed the groups in library from the wcadmin login and product and logged in and out on his account.
