Right - it applies to anything that is on Affected or Resulting data.
By default the indicator is shown when the lifecycle state of the CR/CN goes
to Implementation, but that is controllable via property setting -
wt.change2.pendingRequestStates
wt.change2.pendingOrderStates
Separate values with a ",". The default is IMPLEMENTATION
Add those to wt.properties if you want to change the OOTB states.
