Problem updating the occurrences (When we don't put the Reference Designator)

Hi every body,

I am new to the PLM/ Windchill field and I am having a problem when I follow some of the courses. I want to generate occurrences without having to fill in the Reference Designator.  When I do that, my occurrences don't update. Is that normal?
