Sort of, but not the way I think you are asking. You can fairly easily make a workflow expression robot or Java Service to set the name and description of the default ECT to the values on the parent ECN. You would need to do some error proofing in the expression to make sure you don't get any null pointer exceptions if someone doesn't put anything in the ECN description, and you would need to be sure not to write the same thing to multiple ECTs if someone makes multiple ECTs, but if you simply say, "for the first ECT if its name is "Add ECTs to Incomplete ECN" then change it to the name of the ECN and copy the ECN's description to the ECT, then the program would be pretty simple.
