Query for Higher Revision (than A) Creation

Hi All.

In Windchill 10.1, M040, I would like to create the Document at Revision B, for which Revision A was not availble initially. It was possible in earlier version.

Can anyone know how create it

Creating at higher Rev can be enabled per CS127643
