Our PDMLink admin found the option for overriding on revise (I don't know what that option but the screen shot below clued him in to it). Now we can set the revision as necessary.
Thanks for all the responses and especially Yoon (Peter) Kim for the screen shot that I was able to use to convince our Admin to look into the settings. A picture is worth a million words sometimes!!!
