Set State UI Rendering

Does any one know how is the ui for set state constructed. The Url does not change on selecting the set state option for WTPart/WTDocument. then how is the ui rendered.

I think it is defined in http://servername:8020/Windchill/config/actions/pdmObject-actions.xml. . Are you aiming for a validator?
