SolidWorks Toolbox parts are not automatically loaded when opening the assembly.

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020-CPS16

After following instructions in help center "Integration with Other Applications > Windchill Workgroup Manager Documentation > SolidWorks > Advanced Techniques > SolidWorks Toolbox", engineers are seeing different behaviors on the same assembly with toolbox parts.

Here are the errors that I faced
Some toolbox parts are not brought in automatically when opening an assembly in WGM.
