Syntax error in ELEMENT parameter

PTC Windchill 11.

gives below error while opening the URI from the visul.xxx.xml. URI is something like  http://xxxxx/Windchill/servlet/IE/tasks/com/ptc/RepresentationDownload.xml?object_ref=wt.viewmarkup....
