Maybe a tab stickiness issue.
Need to clear stickiness with a jsp file PTC provides stickiness.jsp. A search for tan or spr talking about stickiness is worth reading and trying.
No need to restart.
Its the weekend they probably need to do some ptc.com or related maintenance like all companies and it is affecting their server.
I'm 90% sure this will fix your issue. I run into it during testing and frequent user switching.
