layout based restriction

I'm working on a document management type. Users need to fill in attributes when creating this type, but I don't want them to see some attributes when editing.

When I make a restriction from the profile, it also goes from the create attributes section.

Can I restrict it as a layout base?

So you want it to carry attributes but make them no visible only in the Create Doc wizard? What about the Edit UI?

What do you really want to restrict? Change values? just visible the value or it is secure information for some users?

If you need to just do not allow to change value during edit wizard for all users, Remove the attributes from edit layout. 

Users can still see the values in a detail page of object.
