Publishing is done As Stored - super important.
Do this simple test and have all involved do the same.
- Create a model and drawing and check in. Make the model a simple plate.
- Publish the drawing; shows a simple plate.
- Check out the model, add a hole, and check in.
- Verify that the published drawing still shows a simple plate w/no hole
- Revise the model and add a second hole to the plate.
- Verify that the published drawing still shows a simple plate w/no holes
- Now, Revise the drawing, check it out, regenerate, check in. Republish.
- Verify now that the drawing shows the plate w/two holes.
Super important that publishing is done on the data as it was checked in, ignoring changes since then to "child" objects. Same for assemblies. This forces the business to update & republish all objects dependent on model changes. When you think about it, it has to be this way.
