Why is this a two step process, seems like an icon is missing?

You can do this from the Pro/Engineer File menu.
File | Revise and Check Out...

At least in Wildfire 4 you can.

However you also have to be connected to a PDMLink 9.1 (or probably
Intralink 9.1) server for this menu selection to show up.

Yes...you must be in a linked session to use the ProE file menu for Revise and Checkout. BE CAREFUL though. As of PDMLink 9.1 m030 a Revise and Check out will do the action to the CADmodel and associated WTPart but it will not Revise/Check Out the dependant CADdrawing of the CADmodel. We have instructed our Users not to use the Revise/Chack Out option from the File menu.

I just tested PDMLink 9.1 m050 linked to Wildfire 5 m050. I got the same results. A Revise and Check Out action from the CADmodel in ProE will Revise the CADmodel and the associated WTpart but the WTPart it is not Checked Out. The CADdraw is untouched.....niether Revised or Checked Out. I repeated the test with just the drawing in ProE. Similar results. The drawing is Revised and Checked Out. The WTPart is Revised but not Checked Out. The CADmodel is untouched.....neither Revised nor Checked Out.

Yes, the Windchill Preferences can be set to control the Revise actions across Associated/Dependant objects however we have not found any combination that permits the Revise and Check Out of the three related objects when using the action from ProE.
