Attachments in the Email robots in Windchill works as below:
1) If the user is a windchill user, then the pbo will go as a hyper link in the email.
2) If the user is a non-windchill user, then the pbo will go as a attachment to the mail.
I think you are sending the mail to a windchill user with selecting all the attachments. So, pbo will go as a link in th mail.
Try sending to a user who is not a windchill user, he will receive the mail with attachment.

I tested select PBO primary content and a second test selecting a process
variable.
The emails arrive just fine but nothing is attached.

Is there a way to force the system to attach the object? We have users who travel a lot and are not always able to access Windchill to view the objects, so they would like to get attachments in their email notifications.
Also, is there a way to attach files to task notifications, or is that only possible using the notification robot?
