workflow question - how to select specific promotion approver

Right now we use the OOTB New Promotion Request in Windchill 10.1.
When we select the approver we would like to choose between one of two specific people. If I assign two users to the role of promotion approver both of them get the assignment. We only want to choose one.

Does any know how to accomplish this?

By default it selects all in the context Team Promotion Approval Role where the request is created; user cannot unselect.
Need to add others who potentially could approve to another Role (e.g. Additional Approvers). Maybe leave the Promotion Approval Role empty if you always want the request creator to be able to select any.

We avoid selecting approvers on the wizard and handle with code in the workflow and/or have a Setup Participants task to submit the request in order to get more flexibility on this.
