Is there any way to programmaticly convert DRW to an image or SVG, or DXF ?

Have you tried looking into ProE API? The one that allows programmers to
update drawings? If you have and could not find anything, I suggest the
following:

Please consider Plot Service from Etrage LLC to convert your Pro/ENGINEER
drawings to DXF. We have versions of Plot Service that work with
Pro/INTRALINK 3.x, Windchill or on a file system. Plot Service has three
operating modes.



1. Automatic monitoring of Pro/INTRALINK or Windchill for Lifecycle or
Revision changes and at Check-in

2. Batch

3. On-Demand
