Promotion Task Notification

In 8.0, when an approver got an e-mail notification that a task was waiting the Description of the Request was on the e-mail. In 9.1 this is not on the notification e-mail. I know the information exists because it ends up on the Promotion Request page. I need to add it back on the e-mail notification. I can't find where the notification is created.

Anyone have any ideas?
