Windchill 10, IE 8/9 and tab behavior question

Has anyone seen in WC10.x where an action/function that's supposed to open in a popup window instead opens a blank window where the popup should load and then loads the content in a new Tab instead? We see this in IE 8 and IE 9 in our instance of WC10.0 M030. This issue has us baffled. We don't see this issue in Firefox or Chrome but those are the company standard. Thanks.
