Annotation excluded surface not patterning

I created a form that consists of a pattern of a revolve feature. I need a surface set exluded on one side of the revolve. The annotation will ref pattern but only the first instance of the pattern is getting the surfaces excluded. It seems the annotation is only referring back to the original pattern instance and not following the patterned features.

This is the form part and shows the pattern of features and the annotation for the excluded surfaces also patterened (ref), shown in orange lines.

During placing the form in the sheetmetal part, only the first pattern feature utilizes the annotation.

I can use the "Select all surfaces" in the annotation and it will exclude all the surfaces of the pattern when I place it in the part. But I only want some surfaces exlcluded and I cannot get it to do that. I would like this pattern of annotations to work because even though my example shows a pattern of 5, in reality I will have hundreds of these placed in multiple parts and I do not want to manually exclude the surfaces of each and every feature.
