Blending Surfaces

Is there a way to blend two surfaces together, the first screenshot shows sort of what i want but was done using drafts and radii to get close, but i havelittle control of the center point of the radius. The second sreenshot shows the two surfaces i want to join, with the exact location of the ball where it needs to be.

If i knew exactly where the two surfaces are going to intersect maybe i could do a VSS. ISDX would sure be nice.

Thanks
