Drawing template layers: possible to define layers for template views?

I have a drawing template where I want to set up the layer display by view on some sheets. I am able to read in a layer setup file for the .drw top model and alter/save the display status. I have not been able to find a way to define within the template the view layer display status. Is this even possible?

 

There are 16 drawing views in the template where I need to control the layer display via the view so if I can set this up in the template it will avoid manual setup when a drawing is created from this template.

 

This is a capture from a drawing using this template showing the layer tree use for layer display within views. I want to access the views in the template to define the layers display in the template. Obviously, there is no active model when working on the template.

After consulting PTC support staff, they have confirmed that it is not possible to define the view layer display in a drawing template.

 

They did offer a workaround of using a combination state which can include the definition of a layer state. This does in fact work but requires a unique combination state for each view in the drawing template where the layer state needs to be controlled. This creation of combination states takes much more time than manually assigning the layers to the views in a drawing that uses the template, so it is not a desirable workaround.
