I am using Creo Parametric 7.0 7.0.4.0
Creo 2.0 External Copy Geometry features allowed us to uncheck the Dependent option and delete the component reference via Reference Viewer. The message would display the feature will be frozen. This allowed us to 'clean' the model for the PDM system functions like save-as, or open. We could bring back the link by using Edit on the ECG and checking the dependent box.
Creo 7.0 ECG No dependency option permanently deletes the link with no ability to bring it back, like Creo 2.0. Is there any method in Creo 7 to replicate the Creo 2.0 functionality?

Once you set a copy geometry feature to no dependency the external references are broken and can not be recovered directly. This is intended functionality in Creo.
There is a hidden config option that was implemented that is relevant to this but I am not sure it was available in Creo 2. It is available in Creo 7. By using this config option you "may" be able to restore the dependency. PTC does not officially support hidden config options and warns against their use so keep that in mind.

I'm curious - I assume that setting the ECG feature for "manual update" will not allow you to "clean up" the dependencies via reference viewer?
No, it just prevents it from updating automatically. None of the references can be broken when set to "manual update".
I added an image of what happens when you try in 7.0 to break the Manual Update ECG. Same result as No Dependency.
We (think) we want the Frozen function back
