How to rework this part

I have detail that I need to re-engineer on this part.
Ideally I would like to create a boundary blend including the light blue
line as one of the boundaries.
The problem I'm having is that I'm not sure how create a spline that
will connect the light blue line to the dark blue surface.
The vertical black splines do not intersect with the light blue line.

I ended up adding points to the black curves and created new splines
with the last point being the one on the light blue curve to connect them.
