Do you have the Sheet Metal module loaded in modeling? You have to go to the Applications tab and select Sheet Metal to access those tools.

You will find a different methods to unfold or create a flat pattern in there.

What is the minimum thickness for sheet metal?

Supposing you don't have the full blown "Sheetmetal" module, but only "Basic Sheets": the Dep View > Create Flat is not available, because you'll need the (paid) Sheetmetal Module for that.

Workaround: make a Copy of your sheet part, use Parts > Unfold to unfold it, and make a View of that on your Drawing.

You may want to keep the Copy with your original part by creating a Container (in Modeling: Structure > Part & Assembly > More > New Container). A Container is a trick to put a part beneath another part, as if it were an assembly.
