Thanks to everyone who pointed me in the direction of the network issue. It is in fact a network issue, but I am not sure how to fix it yet. When I went to run the ptcsetup for Flexnet is said that it could not find the IP address. It turns out that our IT department added a network card to the computer. The existing card is set to primary and the second is for backups. Has any had any experience with 2 network cards in one computer and how to get Flexnet to see the right one?

If this is a laptop, another consideration is physical network connection.
If the NIC is not connected to a network, Windows will sense this, and disabled the NIC.
In such a case, FlexLM will fail.
To change this behavior, you need to disable Media Sensing, to keep the NIC alive at all times.
