Items in assembly are above datum planes in assembly feature tree

Why can I not move the yellow highlighted item to below the datum planes in this assembly feature tree?  Using Creo 10.

The icon appears to be for a skeleton model.  Skeleton models are always at the top.

My guess is that the datum planes were created from edges of the part file highlighted.

To verify this, try to delete the highlighted part and see what additional objects the system wants to delete with it.

To avoid this in the future, crate a start_asm.asm part file that has the asm_csys and the datumn planes in the file  first. Then all added objects will be below them.

Is there a way to reorient it?  Since it appears in the feature tree above the default datum planes, there is nothing to mate its orientation to when I edit its definition.  At the red arrow, there are no assembly level planes that the skeleton part can be mated to.
