A co-worker and a share a creo parametric tool design licence that is server based. The issue seems to be that if I am using the tool design license and I want to drop the license so he can use it I have to shut creo down to accomplish this. I did try going "file"-"options"-"licensing" and uncheck the tool design license but this doesn't seem to work. It seems like there should be an easy way to drop this license. Any suggestions would be appreciated! Thank you.

Releasing license using File > Options > Linensing > Uncheck Tool Design is the fastet mathod and that works well. It may fail to work if you have any data in session which is using that license.
You may try a quick test:
1. Launch Creo (Don't get any data in session)
2. Get Tool Design license, File > Options > Linensing > Check Tool Design License > Ok
3. Check License information using File > Options > Linensing > Info, License for Tool_design_set will be assign to you, Close options and information window.
4. Now return the license File > Options > Linensing > Unheck Tool Design License > Ok
5. Check License information using File > Options > Linensing > Info, License for Tool_design_set will be free (not assign to you).
This test will confirm Get and release of license.
Other option which you can use is flushing the license, if Tool design license is not in use in session, license can flush using ptcflush.bat from <Creo Install Location>\parametric\bin

can you upload a picture of the window to see unchecked the tool design license ?
Also look into message window if some error/warning is displayed.
