I am trying to set Creo View 1.0 as default application to open PDF files. So when user click on pdf sign it will launch creo view instead of opening it in Adobe reader.

Have you tried to set the file association through standard Windows tools (right click on the file: "Open with" -> "Select program" and then specify on Creo View application [.exe])?
