Note format with &d dimensions

I am a relatively new user running creo 4.0 but am revising an older drawing made on different version of creo.  I had to make the drawing have dual dimensions (inch first, metric second) and am having issues with the notes that have been inserted that have &d dimensions placed in them.  The bottom line of the inch dimension is overlapping the top line of the metric dimension( they are limits).  How do I get the picture #2 to look like the picture #1?

It looks like Creo bug. I mean my result and your result, too. I suggest you to open case at PTC Support.
