For me, playing around with the max_balloon_radius & min_balloon_radius made things worse. These options changed the size of some balloons but not others. In a nutshell, I could not get a standard balloon, repeat region balloon, and a ref repeat region balloon to have the same size circle and text. What worked for me was to create my own balloon and then change type to use my custom one.
