Currently one of my co-workers computer does not pop up the sections collector when you click on the sections tab in the blend tool. It is localized to one user, and I have attempted to re-install the software. Any ideas on what is wrong?

This was pretty much correct!
File -> Options -> Windows Setting -> Reset Panes’ Position
The above solved the problem, thanks for the help.
As Martin mentioned use "Reset Panel position" in File > Options > Windows Settings.
Any movement of panel stores in UI file, hence clearing cache also fixes this.
