The behaviour of surface regions has definitely changed in Creo.
It is not possible to region a component with an assembly cut.
However, the work around (for as long as I can remember surface region functionality existing) was to take the component on it's own and region it as the surface region is geometry at the part level.
After this, the region is usable in the assembly.
This doesn't work in Creo. The surface regions are suppressed when an assembly cut is created.
A simple example to try is a piston in a cylinder and we want to use symmetry. The pressure is up to the piston crown and not beyond.
So, surface region the bore of the cylinder to apply the pressure, cut the whole thing in half along the axis,,,,, surface region disappears.
TS says this is how it should work and that as it has worked up to Creo is fortunate but it is not in software spec. I am sure that this is so but the only workaround I have is to machine a small step in the bore to offer a partial surface and this seems such a backward step.
Am I missing something?

I know it will take longer, but why not cut the components at the part level individually?
With a cut at the assembly level, it would ground out the moving components and not allow the parts to move for a mechanism dynamic analysis.

This is structure so no worries about grounding parts. I avoid cutting individual components - time; I wanted to flip with as few mods as poss between symmetric and non-symmetric constraints and load cases.
